During the budget speech that Honorable Uhuru Kenyatta, I was not at a position to take notes as I used to do for the last two years. I knew this year it would have great direct positive effect within the jurisdiction of my interests on ICT for development (ICT4D) issues. As I put pen to paper,I am being prompted by my thoughts to write a disclaimer before I would go on with this conversation.
